How the Outdated Design of Indian Cities Leads to Extremely Poor Living Standards
Bengaluru, the IT and tech capital of India, has long had its share of city congestion problems. It earned its nickname ‘The Silicon Valley of India’ ever since major IT companies from abroad started coming in the mid-1980s and settling here in this city. But unlike the Southern San Francisco Bay Area, Bengaluru didn’t quite estimate the potential strength of employees that the IT hub will bring to the city, and how it will affect the living standards here. It is safe to say that the city has exceeded everyone’s expectations.
From Monday to Sunday, be it peak rush hour or somewhere past midnight, it is nearly impossible to see the roads of Bengaluru empty. Such is the traffic of Bengaluru, especially in major crowded areas such as Hebbal junction, Outer Ring Road, and Sarjapur Road, among others, that it could easily be the most traffic-congested city in the world. It takes quite a Herculean effort to upstage cities such as Seoul, Tokyo, Singapore City, and Beijing, in this regard.
In all of this chaos, which started rising every passing year, one thing that could’ve been a respite for the city is its Metro. Not unlike most major cities with a large population around the world, Bengaluru decided that it would also build its own metro line, connecting all the major points in the city.
On 20th October 2011, the Bengaluru Metro, or the ‘Namma Metro,’ began operation to serve the capital city of Karnataka. Although it had begun operations, the construction was still ongoing. It was always going to be an ongoing construction for quite some years. While it had people’s hopes up about solving their communication problem, soon enough, they found out how the service missed its mark.
Within just 3 days of its operation, nearly 170,000 people had ridden the metro. And on the 4th day, it was 200,000. The Namma Metro showed promising signs of being the most effective mode of communication in the city. However, it failed to identify the major working centres.
Srinivas Alavilli, a Program Senior Fellow of Sustainable Cities and Transport in WRI India, has spoken about this failure in city planning and space design and how the Bengaluru Metro could’ve been the saviour. More than the city planning aspect, Mr. Alavilli blames it on the city governance.
Basically, three of the major employment centres and congestion hubs in the city are – Electronic City, Whitefield Area + ITPL, and Outer Ring Road (ORR). Electronic City came up in the 1970s, and around 250,000 people work there as of 2026. The Whitefield Area, which includes ITPL, consists of at least 500,000 people working there. The third and the most congested area is ‘ORR’ or Outer Ring Road. The Outer Ring Road stretches over 17 kilometres and comprises nearly 1,500,000 employees who work there. It is widely regarded as the largest employment cluster in Asia, and perhaps even the whole world.
Now, besides being 3 of the major employment and population clusters of Bengaluru, what else do these 3 areas have in common? The Namma Metro doesn’t connect to any of these places. This was a clear lack of oversight, a lack of city planning, and perhaps even a failure in proper space design. The Outer Ring Road has its own chaos, one that is in dire need of proper space design. But on top of that, when the Metro fails to connect this overcrowded area, it serves as a major problem for locals and people working there daily.
When the Namma Metro began its operations, it ran from MG Road to Indiranagar. After that, the next line that was constructed was the Green Line. The Green Line goes to places such as Malleshwaram and Kanakpura Road. However, none of them are major employment centres, nor do they connect to the aforementioned major employment centres.
After this, the Namma Metro introduced the Purple Line. The Purple Line stops at Baiyappanahalli. Other key stops in the Purple Line include Indiranagar, Vidhana Soudha, City Railway Station, and Mysuru Road. Once again, the metro managed to serve major political and habitation areas, catering to nearby commercial businesses as well. But the topmost job centres remained untouched.
This is a clear lack of planning and design. Had the design of the Namma Metro Lines been in accordance with the proper planning of the city, it would’ve reduced a significant amount of traffic load in these areas. Bengaluru now experiences the highest traffic in the world, beating some of the erstwhile most congested cities globally. There have been multiple reports of people missing flights, trains, and being stuck in the same place for 3-4 hours, all of which for heavy traffic.
It’s easy to blame the city’s infrastructure and planning for heavy traffic problems. But the people and their civic behavior also must take a lot of blame. However, given that the population of Bengaluru has risen exponentially over the past decade or so, thanks to the ever-expanding nature of the IT industry here, it’s also not so much people’s fault that the heavy traffic exists. The city desperately needs, and has always needed, a good space designer for a better and smoother flow of traffic.
Take Helsinki, Finland, for example. It has become the design capital of the world. That’s mainly due to its design of public squares, public spaces, public buildings, and other areas. They have put the people living in the city at the heart of their design philosophy. Space Design isn’t just about making the area or ‘space’ look aesthetic and beautiful. It’s also about accessibility, effectiveness, and maximum efficiency. And to do that, one needs to put the people and their convenience at the forefront.
Bengaluru city’s design has failed to do so, and it may have also been impossible to estimate the scale of growth and rising population of the city. But what could’ve been foresight was where the Namma Metro would serve. Better planning of the Metro lines, with better connectivity across all major clusters, would’ve ensured more people ride the Metro daily.
The larger the number of people who would’ve ridden the Metro, be it amongst 2.5 lakhs, 5 lakhs, or 15 lakhs people from Electronic City, Whitefield, or Outer Ring Road, respectively, the fewer of them would be on the roads.
This would allow for more free space and enough room for maneuverability. Would it have been a Space Design project that solved the problem for Bengaluru’s congested areas? The answer is ‘No.’ But would it have provided the respite to the public using the public roads and spaces, and enforced the necessary impetus required for a definitive overhaul of the existing design and call for a new space design? The answer to that question is ‘Yes.’
When the Namma Metro finally opened its lines in Whitefield and Electronic City, the ridership of the Metro doubled, tripled, and even quintupled. The simple reason was that people work there, unlike places such as Kanakpura and Vidhan Soudha. This failure to understand it beforehand posed the current Space Design problem that exists today.
Moreover, the mother of all employment centres, Outer Ring Road, still doesn’t have a metro station to date. This is the biggest irony of the design of the Metro Line. The Metro line there is still under construction, and no one knows when it will be completed. If reports are to be believed, it may well start operation in 2027.
As we enter the new year of 2026, let’s hope Bengaluru takes a leaf out of Helsinki’s design philosophy of putting the public first. And while at it, we can also hope that it redesigns or improves the design of its Metro lines to serve more employable public better in their employment areas. For that, it need not seek inspiration abroad, but closer home in New Delhi should also help.
